The broader questions of whether customary IHL makes a difference for victims of armed conflict, who is bound by IHL and how can it be enforced, will also be canvassed. The lecture concludes with a discussion of other ways customary IHL is working to protect the victims of armed conflict, including its use by NGOs in the field and by international courts and tribunals.
