Abstract: The lecture will commence with a brief background to the International Committee of the Red Cross’s Customary International Humanitarian Law (IHL) Study and its outcome – including an overview of the methodology used to identify the rules of customary IHL. The broader questions of whether customary IHL makes a difference for victims of armed conflict, who is bound by IHL and how can it be enforced, will also be canvassed. The lecture concludes with a discussion of other ways customary IHL is working to protect the victims of armed conflict, including its use by NGOs in the field and by international courts and tribunals.

The ICRC Customary IHL Database is available at www.icrc.org/customary-ihl.
