Abstract: | There is a common tendency to divide the right of peoples to self-determination into internal and external aspects. However, what is less clear from the literature and from judicial and human rights bodies that have made the distinction is why self-determination should be specifically divided in this way. This talk will look at what it means for self-determination to have internal and external dimensions and illustrates how their content varies with the context in which the right is applied. It will argue that the usual default position that the internal and external aspects of self-determination also match those of states may be counterproductive and that the distinction should be considered more broadly. |
